LGUs Need To Support Project NOAH

Project NOAH webSAFE
By this time, Philippines' disaster planning officials should have a pretty good idea of what is coming their way when a storm makes a landfall. They knew that storm surges propelled by winds of up to 315 kilometers per hour could sweep across low-lying areas and pose a significant threat to life and property.

The problem, though, is that people on the ground weren’t familiar with what a storm surge entailed. In all, more than 6,300 people perished in Typhoon Haiyan, most of them killed by storm surges.

"Leader for Life" Ambition Was Marcos' Biggest Blunder

Martial Law
For those who lived through the martial law days in the Philippines, it was obvious back then that President Ferdinand Marcos had lied to the people since the day he became president. His ambition to become the ‘leader for life’ was the greatest blunder he ever made and the country had to pay a very stiff price.

When Marcos defeated then President Diosdado Macapagal in the 1965 election, the country’s foreign debt was merely US$ 7 billion. But when he fled the country after 21 years in power, including 14 year of strongman rule, on widespread allegations of plundering the national coffers, the country’s foreign debt had ballooned to US$ 25 billion.

The Yellow Boats of Hope

Yellow Boats of Hope
If you have not yet visited coastal areas ravaged by typhoon Yolanda (international name: Haiyan) late last year, then you may have not yet notice the proliferation of one primary color in the shores near fishing villages. Bright yellow boats now dominate the relaxing scene that was a few moths ago was a site of death and destruction.

Images surfaced later showing fisherfolks trying to survive with whatever they can hold on, including catching fish using old refrigerators.

Violence against children is everywhere. But people turn a blind eye. It's hidden behind closed doors. It's invisible.

No Reason to Hate Lucy Liu

Lucy Liu
When "Charlie’s Angels" actress Lucy Liu was asked by David Letterman if she likes running outdoors or indoors, the Hollywood actress said: "I run in a machine. It's easier for me. Also if I get really dark, I'll start to look a little Filipino', it wouldn't match. If I start getting darker, you know what I mean? I can get really dark if I’m in the sun too much."

The highlighted comment drew some very negative reaction from social media, but if we try to analyze the whole answer, it really makes sense taken as a whole and there is really no intention to downgrade being a Filipino. The whole point of Liu is that Filipinos have much darker skin tone on average compared to Chinese, Koreans or Japanese.

This project addresses the need to upgrade the quality of early childhood education in barangay day care centers by effectively responding to the needs of the marginalized sectors. Two of those needs include upgrading the competencies of teachers and building the capacities of parents as partners.

Salamat, Cory Aquino!

Photo courtesy of The Aquino Foundation
It was reported today that Former Philippine President Corazon Aquino, icon of people power in the Philippines and around the world, passed away at 3:18 a.m. Saturday (1 August 2009). Her son, Senator Benigno Aquino III, said that the official cause of death was cardiorespiratory arrest.

The 76-year-old Aquino was diagnosed with colon cancer in March of last year and was treated with chemotherapy. Last May, she underwent surgery to remove parts of her colon and was brought to the Makati Medical Center in June due to loss of appetite. She never left the hospital, as her declining condition sparked a wave of emotion in the country and prompted the widespread appearance of yellow ribbons - on trees, car antennas, and even the Web.

Preventing HPV Diseases

hpv.com.ph
Medical experts have already ascertained that cervical cancer is predominantly caused by certain types of a virus called Human Papillomavirus (HPV). HPV is a common virus that affects both females and males. There are more than 100 types of HPV that can affect different areas of the body. Most types are relatively harmless —like the ones that cause common warts on hands and feet.

However, getting the facts about HPV and the diseases it causes is the first step toward helping to protect against it.

What is HPV?
  • Over 100 types of HPV have been identified. Most are relatively harmless, causing skin warts (kulugo) commonly found on the hands and feet.

  • In most cases, HPV is cleared by the body’s immune system. In people who do not clear the virus, however, the health consequences depend on the type of HPV involved.

  • About 30 HPV types affect the genital area:

    • “Low-risk” types (6 and 11) can cause genital warts and abnormal cervical changes that result in abnormal Pap tests

    • “High-risk” types (16 and 18) can cause cervical cancer and abnormal cervical changes that sometimes lead to cancer

  • HPV 6 and 11 cause 90% of genital warts cases.

  • HPV 16 and 18 cause 70% of cervical cancer cases.

  • At least 50% of sexually-active people will get genital HPV infection. Most will not know they are infected.

  • Of the estimated 50 percent to 80 percent of women who will acquire an HPV infection in their lifetime, up to half will be infected with a high-risk HPV type.
How is HPV infection spread?
  • HPV infection is transmitted mainly through sexual contact.

  • Sexual contact is not limited to penetrative sex but also includes any direct skin-to-skin contact such as:

    • Oral sex
    • Anal sex
    • Any other contact involving the genital area, including hand-to-genital contact

  • HPV infection, specifically recurrent respiratory papillomatosis (RRP), can also be passed on by a mother to her baby during childbirth (vertical transmission).
Who is at risk for HPV infection?
  • Everyone is at risk, but the following are at greater risk:

    Females

    • Young age (peak 20-24 years)
    • Young age at first sexual intercourse
    • Greater number of lifetime and recent sex partners
    • Sex with a new partner
    • Male partner sexual history
    • Uncircumcised male partner

    Males

    • Young age (peak 20-24 years)
    • Greater number of lifetime and recent sex partners
    • Being uncircumcised
Detecting HPV and the Diseases it Causes

Learning about human papillomavirus (HPV) and the diseases it can cause is key, but nothing replaces doctor consultations.

Pap Test

Why is Regular Pap Screening Important?
  • Up to 80% of women newly diagnosed with cervical cancer have not had a Pap test within 5 years prior to being diagnosed. Many have never had a Pap test at all.

  • Undergoing regular Pap tests can detect early, pre-cancerous changes in the cells of the cervix.

  • With early detection, the chances of treatment success are higher.
When should Women go for a Pap Test?
  • Women should undergo a Pap test approximately 3 years after
initiation of sexual intercourse (sexual debut) or at 21 years of age—whichever comes first.

  • Women less than 30 years of age should undergo an annual Pap test.

  • Women 30 years of age and older should undergo a Pap test every year. Those who have had 3 consecutive negative Pap tests may go for subsequent Pap tests every 2-3 years.

  • Women who have had negative results in both Pap and HPV DNA tests should be re-screened no more frequently than every 3 years.
PAP Tests Save Lives

Having regular Pap test is one of the best ways to help protect against cervical cancer in the future. A Pap test can't diagnose HPV. But it can look for abnormal cells (that are caused by HPV) in the lining of the cervix before the cells become pre-cancers or cancer.

For girls who are not old enough for a Pap test, regular wellness visits are a good way to start lifelong, healthy habits.

HPV Vaccination has been recommended

Both the Advisory Committee on Immunization Practices and the American College Health Association have recommended HPV vaccination.
